This PR adds a barebones documentation website which contains the API docs for exported functions, as well as the necessary GitHub Actions workflows.
I have no way of testing whether they work until we merge, though 😅The preview version works! http://turinglang.org/AbstractPPL.jl/previews/PR101/I've also already added an ssh key for Documenter to the repo.
